clang-format36 doesn't touch the following code:

namespace foo
{
    int one() noexcept { return 1; }

    int two() noexcept { return 2; }
}

But clang-format37 and clang-format-devel (3.8, built today from ports) turns
it into:

namespace foo
{
    int one() noexcept { return 1; }
    int two() noexcept { return 2; }
}
