It shouldn't be hard to do a Windows build that creates a .zip file instead of
the current installer (probably just involves setting CPACK_GENERATOR).

If someone wants to package LLVM that way, that sounds great, but I don't think
we plan on providing a different installer as part of the release or weekly
snapshots anytime soon.
