This is an umbrella bug to relate x86 codegen problems for bit manipulation
instructions. 

These instructions have been introduced piecemeal by Intel and AMD in recent
CPUs with CPUID feature bits such as BMI, BMI2, TBM, ABM, POPCOUNT.
