The x86 backend has a DAG combine (PerformConcatCombine() added in r192866) to
better legalize concat_vector when the result vector type is legal, the source
type is illegal and is the result of a bitcast from a legal type. We should
consider generalizing the logic and making this a target-independent part of
standard legalization.
