As an extension (as far as I can tell) gcc accepts 

enum foo {x, y};
foo f();
class A {
  friend foo ::f();
};

we say:

/test.ii:4:16: error: C++ requires a type specifier for all declarations
  friend foo ::f();
  ~~~~~~       ^

It would be awesome to suggest () around ::f().
