Tests

Test cases in attachment are taken from Boost.LexicalCast conversion tests that
currently fail on libc++ and pass well on other STL implementations.

This bugreport may be a partial duplicate for #9326 and #15579.

I give permission for the attached file, or a modified version of it, to be
used in the libc++ testsuite, if you want it.
