Fixing non-intrinsic `is_convertible` for C++11

Non-intrinsic version of `std::is_convertible` works incorrectly. 
For example, 
* `is_convertible<Func, Func&>` returns false_type for a function type `Func`.
* `is_convertible<int&, int&>` returns false_type in a C++11 mode.
Attached a patch for C++11.
