The machine doing these continuous scans was kinda out of service for a while,
so I don't know when this was fixed, but everything is back to normal again it
seems.

Runtime and memory usage for the couple of examples I cited is back to
pre-August levels, i.e. fast and small.

clang also no longer crashes while building this stuff.
