Yeah, I assume it is cygwin's bug. And I guess you can work around.
I will add this to release notes if it would not be fixed within a few weeks.

  - Downgrade cygwin.
  - Tweak c++config.h.
  - Upgrade cygwin's g++-4.

Thank you to report it to cygwin!

ps. to tweak c++config.h, has llvm been built with fenv?
