cl is the Microsoft compiler. If you just want LLVM, without Clang,
http://clang.llvm.org/get_started.html is the wrong document (not the clang
part on the URL.) If you have the Microsoft compiler please read
http://www.llvm.org/docs/GettingStartedVS.html

Reading http://www.llvm.org/docs/CMake.html can be useful too.
