We don't generally use bug reports to track proposals for new features.  Please
make suggestions like this on the llvm-dev mailing list.

With regard to this particular proposal, we've already had some related
discussions and are currently in the process of implementing an alternative
form of metadata that will provide essentially the same information.  In my
opinion, it wouldn't make sense to pursue this as well, but perhaps others on
the mailing list will have different opinions.
