Consider this testcase:

  template <class T>
  class Foo {};
  class Bar : public Foo {};

the diagnostic clang produces is:

  b2973185.cc:3:20: error: expected class name
  class Bar : public Foo {};
                     ^
  1 error generated.

which isn't quite right; Foo is a class name, so what's wrong here? It's that
Foo is a template and I didn't specify the template arguments. It'd be great if
clang pointed that out.
