demo of problem

This came up in Skia, which is a library used by Chrome.

The crux is that
  typedef C<char> CChar;
  template int CChar::x;  // fails
  template int C<char>::x;  // ok
and the error message isn't too helpful.

See attached for code to build with -fsyntax-only.
