There's an extra level of encapsulation in the test directory that isn't needed.
Most of the tests are in the test/Regression directory yet many of those tests
are feature tests. Consequently this is a misnomer and just adds confusion and bulk.

This enhancement requests asks that test/Regression/* be moved to test and the
test/Regression directory deleted entirely. In order to retain history this
involves copying some ,v files.
