There is neither 'gv' nor 'graphviz' on win32 available.

We should use dotty instead (In the same way, as 'graphviz')

As an addition: platform-neutral temp path handling should be used in
MachineFunction::viewCFG(),  DSGraph::viewGraph() (this one should be rewritten
to support graphviz also), Function::viewCFG().
