[LLVMbugs] Patch to DynamicLibrary

Henrik,

The change to the header file is incompatible with the goals of
lib/System. Could you please try the attached version of
lib/System/Win32/DynamicLibrary.cpp?  Let me know if this works and I'll
commit it.
