I'm thinking that this bug isn't useful in its current incarnation, because
 * Neither I nor anyone else is maintaining or even running the external tester,
    at the moment.
 * For the external tests to really be useful, they should be integrated into the
    test suite proper.
 * Because the external tester failures are often far removed from their proximate
    causes (that is, much digging is necessary to figure out *why* external tests
    fail), fixing them is time-consuming and perhaps better understood as an "open
    project", of the form, "Find an external test that's failing and fix it."
