[lldb-dev] [patch] Adjust CXXFLAGS

Hi,
Another little patch for mingw. It adds LLDB_DISABLE_PYTHON, LLDB_DISABLE_CURSES and EXPORT_LIBLLDB to CXXFLAGS for mingw in suitable Makefile. Similar functionality is already available on cmake side.
