Don't we have a related problem in reverse: If the method decl is first created in `PdbAstBuilderClang::CreateFunctionDecl` and the record completer runs afterward. Then we have two decls for the same id.

I think the record completer should communicate with the AST builder through something similar to `GetOrCreateFunctionDecl` - maybe `GetOrCreateMethodDecl`?
