Is there a language specification apart of https://github.com/KhronosGroup/OpenCL-Docs/pull/1533 ? I feel like it's not enough to judge correctness. RFC helps, but it's not a language spec.

I'm not a clang expert to have a decisive review, but I would recommend to ask folks working on HLSL to take a look at the PR. Since both OpenCL and Vulkan have cooperative matrices it would be really nice to have as many reusable parts as possible in the initial implementation.
