Regarding the somewhat related [RFC](https://discourse.llvm.org/t/rfc-a-faster-more-reliable-type-system-for-c-languages/91459): I think we can just go ahead with landing the Fortran plugin. I think if there is code that we can share between the two new TypeSystems, then we can figure this out as we go. Worst case we look at it once both are mature and unify whatever code is similar enough.
