The latter. In theory any test that waits on another process that it spawns could be indefinitely delayed by the OS scheduler, but some of them are hit harder than others.

(not blaming the OS, we are running `nproc` tests at once with zero headroom, which doesn't help)

I will expand the skip since this test has been a common failure for a while now.
