It's fine if you think about it from the compiler side, where the filter sits in place of the filtee at compile time.

It's backwards if you think about it starting from the filtee because the filtee can in fact override the filter (and to my mind, that's how I view the debugger's handling of this stuff).

Nothing wrong with the terms, they had to pick one way around, but that's why they seemed inverted to me at first.
