I think if we have a URI, we always need to make sure that paths start with `/`. For Windows, we could make the rule that paths with drive letters start with `/c:` (-> `c:`). [RFC8089 Appendix E.2](https://datatracker.ietf.org/doc/html/rfc8089#appendix-E.2) mentions that this format would be a valid file URI.
