I was wrong, I completely missed that the signature here is different and takes an SBDebuggger, which is why this is implemented in SystemInitializerFull (i.e. to avoid a recursive dependency). I should have read that function before removing it. This approach isn't going to work. I still think more logic can be shared, but it's going to look sufficiently different that it's not going to worth reusing this PR for that.
