I'm also at a loss trying to understand how this particular change
could've caused the tests to hang.

This is what I see on the Windows bot, so, I expect that it runs
Python 3.6, but the whole fix is conditional to PY_MAJOR_VERSION == 3
&& PY_MINOR_VERSION >= 7.
