This commit causes test_stop_hook_multiple_threads_with_dwarf
(TestStopHookMultipleThreads.StopHookForMultipleThreadsTestCase) to
start failing on FreeBSD.

This is one that has been flaky on FreeBSD in the past, so I'm not
sure if there's a latent bug or timing issue that's just been
perturbed by this change, or if it's an actual regression.
