[libcxx-dev] Running Buildkite-tested configs locally

Hi folks

I am trying to make some changes <https://reviews.llvm.org/D93233> to
libcxx and I am running into some failures with Buildkite.  Is there a way
to test the configs Buildkite tests locally?  If I can test two or three
configs locally, I think that would be sufficient.  I am on Debian Linux.
