Dropping `static` would make it a non-static data member, and those can't be `constexpr` - both Clang and GCC reject it, and `buffer_[Capacity]` needs a constant anyway. I kept `static constexpr`, which is also what `Container` in `container.h` does. Happy to change it if you meant something else, like a namespace-scope constant.
