I think we want to change every `.compile.fail.cpp` to `.verify.cpp`, unless it tests substitution failures, in which case it should be merged into some `.pass.cpp` or `.compile.pass.cpp`.

The status quo of this PR is fine to me. I'd like to leave further changes of `.compile.fail.cpp` to next batches.
