Another solution I can think about is to specifically set/forward env vars through `cmake` configure options. That could be a reasonable way to achieve both, support for controlling `binfmt_misc` and predictable/repeatable builds. 

I'm happy to rewrite the PR, but from your last message it is unclear to me if you think that just the current solution is not a good fit or if you oppose this feature in its entity (in favor of patching the build).
