Yep, we need the docker cli within the docker so we can start and stop the emulator containers: https://github.com/llvm/llvm-project/blob/main/libcxx/utils/ci/vendor/android/start-emulator.sh and https://github.com/llvm/llvm-project/blob/main/libcxx/utils/ci/vendor/android/stop-emulator.sh.
