Users and build systems are supposed to pre-compile the module; this is fundamental to the architecture of C++20 modules. Pre-compiled modules are susceptible to macro definitions and changes in the command-line invocation, so it may happen multiple times per module interface. 

This pre-compilation is built into all build systems supporting C++20 modules.
