Libc++'s module support is very different from MSVC's. Maybe libc++, unlike MSVC STL, requires the modules to be built with the supplied `CMakeLists.txt`. I do notice that the `CMakeLists.txt` is said to be temporary on https://github.com/llvm/llvm-project/blob/a87510aa418e6d876280d2bc37b009e8fa5d0999/libcxx/modules/CMakeLists.txt#L141, though.
