We also can update FTM in one of these three PRs, I have no preference on this. The reason I did this was because I originally thought we had to strictly follow the GitHub issues for pull requests(1:1 mapping).

Since there are three dependent PRs, I think this PR is premature (or even unnecessary), so I will close it for now and reopen it if needed.
