LOG: [libc++][NFC] Rename is_trivially_relocatable.h to is_relocatable.h (#218650)
Sooner or later we're going to introduce `__is_nothrow_relocatable_v`,
which we'll want to put in the same header as
`__is_trivially_relocatable_v`. Rename `is_trivially_relocatable.h` to
`is_relocatable.h` to keep the header name correct.
