In an ideal world, we'd have all relevant tests for everything in precommit CI - however that's not really feasible. There are lots of other buildbots around, that wouldn't be able to keep up to build every PR that is in flight, but which builds and tests git main regularly as quickly as possible (which may be on the level of a couple times per day). In general, I'd say the libcxx precommit CI has got astonishingly good coverage. :-)
