We can remove this guard, maybe in a follow-up PR, as libc++ backports `is_same` to C++03 mode.

Existing parts of this test file are using `std::begin`/`std::end` which are introduced in C++11 but backported to C++03 mode in libc++.

(BTW, you should a be able to merge this PR yourself now.)
