Unfortunately this seems mostly dead on arrival. Since we only support Clang 21+ and GCC 15+ now, we can greatly simplify the fallback by using GCC's `__is_invocable` and `__is_nothrow_invocable` instead. I've opened #213623 to do that.

This PR modifies some more stuff, but I haven't looked into that in detail, so maybe there is some stuff we can salvage.
