No that is not intended [see](https://github.com/llvm/llvm-project/blob/main/libcxx/utils/generate_feature_test_macro_components.py#L10). Python 3.8 seems not to be tested in any libc++/LLVM so the error didn't trigger earlier.

I'll commit a fix shortly, please let me know when the issue persists after the fix.
