LOG: [libc++] Add exception guard for vector<bool>::__init_with_sentinel (#115491)

As a drive-by, also improve the test coverage for throwing exceptions
in vector<bool> constructors.

Added: 
    libcxx/test/std/containers/sequences/vector/common.h
