This essentially reverts commit 89f4a18f371d8 <https://reviews.llvm.org/rG89f4a18f371d813fc65d04945f02590235c30d9c> now that our CI is back
online at full capacity.

NOTE: For the time being, our CI is not *actually* back online so I'm
going to rebase this from time to time to trigger CI and ensure that
our more exotic configurations are not broken. I will commit this once
we actually have full capacity back.
