[Libclc-dev] Duplicate rule from ninja generator

Hello,

It seems the ninja generator on master has a bug:
> ./configure.py -g ninja
> ninja
ninja: error: build.ninja:5094: duplicate rule 'CREATE_ALIAS_pitcairn_for_tahiti'
rule CREATE_ALIAS_pitcairn_for_tahiti
                                     ^ near here
