following the [stacked PR guidelines](https://llvm.org/docs/GitHub.html#stacked-pull-requests), we should merge the rename first, followed by the rewrite. i wasn't able to use the first option of creating a proper stack due to permissions, so i went with the second option of creating two prs with a dependency note.

i should have mentioned this on the other pr before asking you to merge it, sorry about that! the rewrite has already landed, so rebasing this one would leave it identical to main.

when you get a chance in the morning, could you let me know if you'd prefer to close this one or revert #233848 and redo the pair in order?
