There's another pending PR for this in #232008. I think that PR is better structured, but it's missing the shell fallback that you have here.

I know @michaelrj-google is pretty anxious to get this in (one of the last things stopping clang from building), but given he didn't update the PR yesterday, I suspect he's busy with other things, and wouldn't mind (😇 )  if you took the best parts of that PRs and incorporated it into yours. I can also imagine splitting the shell fallback part into a separate PR.
