LOG: [libc] Fix mbstate proxy header dep (#231984)

The proxy header for mbstate_t listed the dependency on the
llvm-libc-types definition as a regular `DEPENDS` and not a
`FULL_BUILD_DEPENDS`. This PR move the dependency to the right category.
