Subject: [PATCH] [libc][math] Fix FP add/sub for signed-zero operands

(-0.0) + (-0.0) and (-0.0) - (+0.0) returned +0.0 instead of -0.0.
Ensure these cases comply with IEEE 754 ยง6.3 rule.
