This patch adds half precision `powf16(x, y)`.
We use the formula

```
pow(x, y) = 2^(y * log2(x))
```

`log2(x)` is computed with exponent + small table + short polynomial. computed in float
`2^z` is done by splitting into integer part (direct exponent bits) and small remainder with degree-7 polynomial. computed in double

Special cases (NaN, inf, zero, negative base with non-integer) are handled.
