[flang-dev] Join subscribers list for llvm-project/flang github issue notification

Hi all,

The GitHub issues feature was enabled in llvm-project recently. Labels are used to identify the component of the compiler that has the bug/issue. Corresponding to each label is a subscriber list. If you add yourself to the subscriber list, you will receive a notification. The subscriber lists for flang are given below. Please add yourself to the areas that you are interested in.
