[flang-dev] Flang backports to the LLVM 11 release

Further to today's call, I have raised https://bugs.llvm.org/show_bug.cgi?id=47096 to capture the commits that we would like to be backported to the LLVM 11 branch before release.

Please add any defects that you wish to see backported to the LLVM 11 release on that ticket.
